Actors can, for example, link new ideas to national values (see for example Taylor-Gooby, 2005b). In those circumstances discourse upholds the status quo. But discourse can also be actively employed to change institutions, for example through framing. Framing is a way for influencing individuals to link new ideas to a coherent ideological repertoire, complete with shared cultural and political symbols, from which the new idea can be presented to the policy community or the wider public as a viable policy alternative.

Ideational institutions are different from formal institutions in the sense that they exist on the more intangible level of ‘ideas’. The notion of ideational institutions is heavily inspired by the Sociological Institutionalist perspective where individuals and their behaviour are shaped by social structures such as cognitive maps, morals, symbols, scripts, routines and identities (see Hall and Taylor, 1996). Early integration of this conceptualization of institutions into a New Institionalist framework can be seen in March and Olsen’s definition of institutions as collections of norms, rules, understandings and routines (March and Olsen, 1989) and in their subsequent thesis that institutions can influence individuals to act at times against their selfinterest and instead guided by a ‘logic of appropriateness’ derived from their institutional surroundings.

The liberal aspect of the liberal CSR discourse is recognized firstly in the unconservative openness towards a new idea like CSR. In this openness, authors and stakeholders associated with the liberal discourse show themselves receptive to the idea of some degree of institutional change; to a renegotiation of the relationship between business and society; or to a reconsideration of the balance in the mixed economy of welfare. Unlike the conservative CSR discourse, the liberal CSR discourse can accommodate the idea of businesses becoming more involved in social matters.
