Integration has been on the agenda since the middle of the 1960s, however, the concept of integration proved to be ambiguous, and the understanding and practice of integration in Norway – as in other countries – has varied greatly. According to Haug (1998), there were at least two different integration discourses. One of these was characterised by the concern for individual needs, what Stangvik (1997) terms an individual-oriented paradigm. This led to a more or less segregating practice where the ideas of the special school system were implemented in the ordinary schools.

In this context, for some of us at least, it becomes difficult to reconcile who we are, our narratives of identity, with responses to us that are concerned primarily with what we ‘provide’ and how well the quality of our product meets criteria and standards that have been determined elsewhere. In this mechanistically ordered world, the purpose is self-betterment through competition in commercially arranged markets. There is less concern with inclusion in wider societal networks that we might contribute to and benefit from.
